Edward L. Palmer

Do you endorse LIFT and the Local Option Tax?

Yes

Whether you are in support of the LIFT or not, what projects do you see as priority that could benefit from community funding?

I believe such funds could be used as incentives to revitalize the North 31W Business District in Radcliff. I also think these funds could be used to develop a sports park that could centralize all the youth sports leagues in the city.

Do you see any services provided by both County and City government where it would be more cost effective to combine these efforts?

I think collaboration of efforts, and coordination of services are always cost effective. But before committing to any specific area I would welcome conversation with county officials about coordination of services to reduces cost to both the county and the city.

In light of potential additional cuts at Fort Knox, will you endorse funding for One Knox? If Not, what are you willing to do to protect the economic contribution of Fort Knox?

I will support efforts to maintain a presence in the discussion about the future of Ft. Knox. If the best means to accomplish this is One Knox, Then I will consider funding request as presented and as needed.

What are you recommending being done to bring new business to the community? What incentives should the City make available to existing business to expand and potential new business to come to the area?

My approach is twofold. First make the city marketable by beautifying, and modernizing the appearance of businesses throughout the city, especially the 31W corridor. Secondly, I would aggressively market our new and improve business district. I would use the full power of the City Council to wave Permit Fees, License Fees and to suspend any taxes for a period of time to encourage new businesses to come to our city. I’m also a strong support of giving current businesses expansion incentives for growth.

What will you do to improve the physical appearance of the business community? Will you put processes in place to ensure the ease of access through planning and zoning for new business development?

I would like the city to use some of the surplus tax dollars to give incentives to business to improve the look of their establishments. And yes I will support zoning ordinances that promote the best access for new business development.

With the termination of the North Hardin Economic Development Authority, who within the City will assume the role of oversight for Millpond and business activities? What do you see as the key strategic plans for the marketing and development of Millpond?

It is my position that the City should have a qualified Economic Development Specialist, and this person will be dedicated to not only the development Millpond site, but to the economic future of the entire city. This person needs to be empowered to advise the Mayor and the Council on the best possible direction for the Economic Development of the city.

Will you be a supporter of Radcliff First? Will you be a supporter of the Radcliff Small Business? Will you be a supporter of the Hardin County Chamber of Commerce?

Yes, Yes and Yes. I would do all that I can to see that all three of these organizations succeed in their activities to help the business community in Radcliff grow and develop.
