J.J. Duval

Do you endorse LIFT and the Local Option Sales Tax?

No, not at this time. The LIFT program concept has not made it out of Committee at the State Legislature and there are too many variables which will play into Hardin County because our dynamic is different with two dominant cities and county government. The selected project could leave one city out or the county but we would still have to pay for the project.

Whether you are in support of LIFT or not, what projects do you see as priority that could benefit from community funding?

I believe the County needs to look at a conference/convention center but I do not believe LIFT is the only means to pay for the project.

In light of potential additional cuts at Fort Knox, will you continue to provide funding for One Knox? If no, what are you willing to do to protect the economic contribution of Fort Knox?

Yes, I believe as long as Fort Knox remains a viable part of our community we should continue to support it.

Do you see any services provided by both County and City government where it would be more cost effective to combine these efforts?

I think one avenue we need to look at is our 911 centers where we have three separate dispatch centers. One centralized dispatch center would be beneficial to our community.

What strategic plans would you recommend in order to improve the finances of the Jail operations?

With the shortfalls of the Jail being over $650,000, the over-anticipated revenue determined by the current County Judge/Executive which fell short, I believe it is important to work with the current and future Jailer who understand the day to day operations and together look for ways to save costs all while maintaining the safety of the staff and keeping the integrity and infrastructure of the jail intact.

What strategic plans would you recommend in order to improve the finances of the Landfill operations?

This past year revenue shows the Landfill fell short $350,000 and the past several years also showing a loss of several hundred thousand dollars each year under the current management at the Landfill.

The County does not currently have an employee or business license tax; do you see a need to implement these taxes for the purpose of economic development for both existing small business as well as potential new business being attracted to the area?

No, I do not foresee implementing any new taxes in the County.

Do you see any changes to the governance structure of the Hospital?

No, I believe Fiscal Court should remain as the Board of Trustees.

Do you think the County should keep the Hospital or eventually sell it?

I believe the County should look at the contract current in place and possibly look at partnerships with larger hospitals rather than just a management company.

Will you be a supporter of the Hardin County Chamber of Commerce? For Judge/Executive, will you attend the President Circle Members meeting and the regular Board Meetings?

Yes
